At the time, the country was a one-party state under the rule of the Mongolian People's Revolutionary Party. The MPRP won 192 of the 295 seats, with the remaining 103 seats going to non-party candidates, who had been appointed by the MPRP due to their social status.〔Nohlen, D, Grotz, F & Hartmann, C (2001) ''Elections in Asia: A data handbook, Volume II'', p505 ISBN 0-19-924959-8〕 Voter turnout was reported to be 100%, with only 97 voters failing to cast a ballot.
